Quezon City representative Winston “Winnie” Castelo filed a proposal against the planking on the street by the students during street rallies and protest actions.
During the transport strike along España road in Sampaloc Manila last Sept 19, a group of students planked together to get the attention of the authority and the media. Because of this, Castelo proposed the Philippines House Bill 5316 otherwise known as the Anti–Planking Act of 2011.
Castelo is only concerned to those students who will do planking on the street because it could be dangerous for them.
The Anti-Planking Act of 2011 ONLY penalizes students who will perform planking during rallies and protest actions.
